This is a time-lapse of the creation of the scene in Blender 2.8’s Eevee real-time view port. The scene is for an animated series I am currently developing.
I tested out some different lighting and fog effects as well as the distance of field in the viewport. The only environment lighting is from a forest HDRi.

Blender 2.8 is a great tool for motion design. You can use the Eevee engine to get real-time lighting and material previews.
The rain is a particle system emitting blue cylinders with motion blur.
The fog is a box with a volume scatter material applied to the lower part of the scene.
